Elkhart Police Chief Ed Windbigler resigned at the request of the mayor on Monday.
His resignation followed new allegations that an officer with a drunk driving conviction was promoted and never disciplined.
A series of stories by the South Bend Tribune and the investigative group ProPublica raised questions about discipline in the department. Windbigler has promoted 18 supervisors who have disciplinary records.
A video surfaced showing officers beating a handcuffed man who attempted to spit at them. Two officers are now charged with misdemeanor battery.
