Indiana Congressman Jim Banks voted for the H.R. 26, also called the REINS Act. It's legislation that would require all new major federal rules to be approved by both Congress and the president.
Congressman Banks says “Under the Obama Administration, government agencies have implemented 570 rules with an economic impact of $100 million or more each". Banks says these were all rules that Congress never authorized. Banks believes the REINS Act is an important step towards reining in what he calls "an out-of-control federal bureaucracy”.
