SNAP Candy, Sugary Drink Ban Draws Confusion, Frustration

(INDIANAPOLIS) - Indiana's new restrictions on using SNAP benefits for sugary drinks and candy are drawing criticism from both retailers and shoppers, who say the rules are confusing and difficult to follow.

According to The Indiana Capital Chronicle, the changes took effect January 1 as part of the state's "Make Indiana Healthy Again" initiative. The rules block SNAP purchases of items like soda and candy, but allow others such as potato chips and ice cream, creating what some call inconsistent standards.

Retailers say the definitions are unclear. One store operator said differences between products like "sports drinks" and "fitness drinks" make compliance difficult and leave businesses unsure if they are following the law correctly.

The restrictions apply to more than 500,000 Hoosiers who rely on SNAP benefits.

Customers say the changes have made grocery shopping more complicated. Some report having to visit multiple stores to find items that are still eligible, even when products appear similar.

The state has provided general guidance but not a full list of restricted products, leaving many retailers to manually determine which items qualify.

A 90-day grace period on enforcement ends April 1. After that, violations could lead to warnings or loss of authorization to accept SNAP benefits.

The policy is currently approved through 2027, with options to extend it.
