Indiana Gov. Holcomb Signs Controversial 'Puppy Mill Bill'

INDIANAPOLIS - Indiana Governor Eric Holcomb signed a controversial pet bill into law on Monday.

House Enrolled Act 1412 establishes care standards for dog breeders and pet stores.

Authored by Indiana Representative District 44 Beau Baird (R), House Bill 1412 Sets forth regulations concerning the retail sale of dogs.

The bill requires retail pet stores, animal care facilities, and animal rescue operations to register with the board of animal health.

It establishes mandatory disclosures and warranties for a retail pet store selling dogs.

And the bill establishes a random inspection program for commercial dog breeders, commercial dog brokers, and retail pet stores beginning July 1, 2025.

However, critics of the House Bill 1412 worry it strips local control and protects "puppy mills" at the expense of the crowded animal shelters.

They also note there is currently no state funding to support, "state inspections."

"As an animal shelter, we're devastated by the passing of the so-called 'puppy mill bill'," said Community Humane Shelter of Steuben County Director Adrienne Long.

"Our hearts ache for the animals caught in this cycle of neglect and exploitation. With limited resources and overflowing shelters across Indiana already, this bill will only exacerbate the problem."

"It feels like a blow to our efforts to provide sanctuary for animals in need, further straining our ability to give them the care and love they deserve."
